The Ambassador of the European Union (EU) and the head of United Nations
World Food Programme (WFP) in Egypt made their first field visit Tuesday to
their joint project in Beni Suif to help end child labour in the country
through enhancing access to education, especially for girls. The EU has
financed this project through a generous €60 million contribution.

LABOUR IN EGYPT , BENI SUEF – The Ambassador
of the European Union (EU) and the head of United Nations World Food Programme
(WFP) in Egypt made their first field visit yesterday to their joint project to
help end child labour in the country through enhancing access to education,
especially for girls. The EU has financed this project through a generous €60
million contribution.
WFP’s EU-funded school feeding project encourages 100,000 children
previously working, or at risk of entering the labour market, to attend
community schools (informal schools estabilished in remote areas) by providing
them with a daily nutritious snack in class as well as take-home food rations
for their families.
“Through the financing of
this programme with a €60 million grant, the EU is contributing to the ongoing
efforts to tackle some of the most critical issues affecting Egypt’s poorest
children: undernutrition, access to quality primary education, and child
labour,” said Ambassador James Moran, Head of the European Union Delegation to
Egypt. “We are proud to be part of helping 100,000 children – and particularly
young girls – to pursue their education and maintain their rights."
During a visit to a community school in Beni Suef, 150 km south of the
capital, Cairo, the delegation visited four of the 651 schools supported by the
EU in the governorate. WFP is implementing the four-year project in 16 of the
most vulnerable governorates in Egypt.
“Today we met some wonderful
children who are eager to change their lives for the better,” said WFP’s
Representative and Country Director in Egypt, Lubna Alaman. “Through
partnerships like this, WFP hopes to make a child’s simple dream come true. It
is thanks to generous grants - like this one from the EU - that we can work
each day among the most vulnerable communities in Egypt,” she added.
The project, ‘Enhancing Access of Children to Education and Fighting
Child Labour,’ aims to provide families with incentives to send and keep their
children, especially girls, in school -- as opposed to putting them to work to
support their families.
Up to 400,000 family members of children who maintain an 80 percent
attendance rate, will receive a monthly take-home food ration, consisting of 10
kg of rice and one litre of oil. The value of the take-home ration compensates
for the wage a child would earn at work.
The daily in-school snack – date bars enriched with vitamins and
minerals – provides the children with 25 percent of their daily required
nutritional needs. For some children, this quick meal at school is often the
first thing they eat in the day and helps them concentrate on their lessons.
Looking towards sustainable solutions, the joint project will provide
50,000 mothers with training on income-generating activities to help them
provide for their families rather than send their children out to work.

سفير الاتحاد الأوروبي، والمدير القطري لبرنامج الأغذية العالمي التابع للأمم المتحدة
في مصر بأول زيارة ميدانية أمس الثلاثاء إلى مشروعهما الذي يهدف إلى المساعدة في القضاء
على عمالة الأطفال في البلاد من خلال تعزيز فرص الحصول على التعليم، خاصةً بالنسبة
للفتيات. ويقوم الاتحاد الأوروبي بتمويل هذا المشروع من خلال منحة سخية قدرها 60 مليون
يورو.
ويشجع مشروع التغذية
المدرسية 100.000 طفل كانوا يعملون في السابق، أو معرضين لخطر الدخول في سوق العمل،
على الالتحاق بالمدارس المجتمعية (مدارس غير رسمية منشأة في المناطق النائية) من خلال
تزويدهم بوجبات خفيفة مغذية يومياً، وكذلك حصص تموينية منزلية شهرية لأسرهم.
وقال السفير جيمس
موران، رئيس بعثة الاتحاد الأوروبي في مصر: "يساهم الاتحاد الاوروبي من خلال تمويل
هذا البرنامج بمنحة قدرها 60 مليون يورو، في الجهود الجارية لمعالجة بعض أهم القضايا
التي تؤثر على الأطفال الأكثر فقراً في مصر: وهي نقص التغذية، والحصول على تعليم جيد،
وعمالة الأطفال." "ونحن فخورون بأن نساهم في مساعدة 100.000 طفل - وبخاصة
الفتيات - على مواصلة تعليمهم والحفاظ على حقوقهم."
وخلال زيارة إلى
مدرسة مجتمعية في بني سويف على بعد 150 كيلومتراً جنوب العاصمة القاهرة، زار الوفد
أربعة من 651 مدرسة يدعمها الاتحاد الأوروبي في المحافظة. ويقوم برنامج الأغذية العالمي
بتنفيذ مشروع مدته أربع سنوات في 16 من المحافظات الأكثر حرماناً في مصر.
وقالت لبنى ألمان،
مدير برنامج الأغذية العالمي والممثل القطري في مصر: "اليوم التقينا بعض الأطفال
الرائعين الذين يتوقون إلى تغيير حياتهم للأفضل." وأضافت ألمان: "ويأمل البرنامج
من خلال شراكات من هذا القبيل، في تحويل حلم الطفل البسيط إلى حقيقة. بفضل منح سخية
مثل هذه المنحة من الاتحاد الأوروبي، يمكننا العمل كل يوم في المجتمعات الأكثر ضعفاً
في مصر."
ويهدف مشروع
"تعزيز اتاحة الفرص التعليمية للأطفال ومكافحة عمالة الأطفال في مصر" إلى
تقديم حوافز للأسر لإرسال أطفالها إلى المدرسة وبقائهم فيها، وخاصةً الفتيات، بدلاً
من إرسالهم للعمل لإعالة أسرهم.
سوف يتلقى حوالي
400.000 من أفراد أسر الأطفال الذين يحافظون على نسبة حضور 80 في المائة، حصة غذائية
شهرية يأخذونها إلى المنزل، تتكون من 10 كيلوجرامات من الأرز ولتر واحد من الزيت. وتعادل
قيمة الحصة الغذائية المنزلية الأجر الذي كان سيحصل عليه الطفل من العمل.
وتزود الوجبة الخفيفة
اليومية التي يحصل عليها الأطفال في المدرسة والتي تتكون من بسكويت التمر المعزز بالفيتامينات
والمعادن بـ 25 في المائة من احتياجاتهم الغذائية اليومية. وبالنسبة لبعض الأطفال،
تكون هذه الوجبة السريعة في المدرسة عادةً هي أول ما يأكله الأطفال في اليوم ومن ثم
تساعدهم على التركيز في دروسهم وسعياً نحو حلول مستدامة، سوف يوفر المشروع المشترك
التدريب إلى 50.000 أم على الأنشطة المدرة للدخل لمساعدتهن على إعالة أسرهن بدلاً من
إرسال أطفالهن إلى العمل.
برنامج الأغذية
العالمي هو أكبر منظمة إنسانية في العالم لمكافحة الجوع. يقوم البرنامج بتقديم المساعدات
الغذائية في حالات الطوارئ ويعمل مع المجتمعات لتحسين التغذية وبناء قدرتها على الصمود.
كل عام، يساعد البرنامج حوالي 80 مليون شخص في نحو 75 بلداً.
